OK, here's my spin ... gov discourages the outsourcing of jobs and encourages them to stay in America ...?

Here's what I'd do, mix the issues. If you're not going to hire local workers, then you are going to pay for it with taxes. I say there'd be no problem jacking up corporate tax rates into the 40s or higher if they don't have 50% of their workforce here. Then lower corporate tax if you hirer local workers and create jobs. Keep more jobs here, increase tax base either by taxing the piss out of corporations that send away jobs, or by increasing the tax base by increasing the amount of workers.
