I am trying to locate a man who doesn't even deserve the name "father" He owes my sis in law 100,000. Details.

Talk to the police, if he's in debt they should transfer you to somebody else about debt and all that and be able to find him. However, with the police office being busy with the huge amount of cases they recieve, it could take a while for them to really get working on it so while they're working on it you can do your own investigating. Try using the internet. There's a lot of site such as intelius or even yahoo people that can help you find people though it usually requires you be crazy specific. It's worth a shot though. When you do it though try to go through any little name changes such as name shortenings. If you know what county he lives in or general area you can check with the websites of those county's police department and they usually have a Background Check system. It usually includes all information on them including their address, phone number, all that stuff. You could also try asking around any friends he had in the area and see if they might know where he went or where they think he might go. You know maybe he used to talk about where really wanted to go. Talk to a lawyer, try to find somebody you already know and ask them if there's any legal action you can take to actually get on his record. It makes finding him an imperative to the police once you actually press charges if you can. It's best if you know the lawyer because they can talk to you about whether you can actually press charges and take it to court without paying until you're sure you can. You could also try checking with a government office around the area where he lived to see if you can find out if he had a name change. I'm not sure if they can legally tell you but it's a good start. There's a lot of info I can give you on this but these are some major starting points. Oh and another thing, if you do find his address or phone number or something DON'T go to him or call him. Immediately give the information you found to the police and they'll handle it or direct you in what to do. If you do something irrational on your visit he can press charges on you. So be careful.
