Is Ink quality different depending on where you get your tattoo ?

I was just wondering if the ink quality is all the same when you get a tattoo. Because i had a tattoo done about 3 months ago at a pro sho: six feet under, and i took really good care of it so i wouldn't have to go get a touch up, and i didn't need one. My friend got her tattoo done just a week ago at her sister's friends house and already needs a touch up because she says certain areas are already faded? The tattoo guy gave her very different instructions to what they told me to do, now i know that depends and varies. But i was just wondering if the ink is the same everywhere ? since her tattoo is already fading and mine didn't...........
